Works for me so...
I suggest you emerge sync and try again to see what happens.

I tried again and still got the same error... is there any other information I can give that might 
help?

The output of emerge info is requested on the bug submission page.  That's good
to include. ;-)

No.  I can see how it might be confusing, but the output I'm looking for is
the output from the "emerge --info" command.  Please post that output here.

This is working fine for me so I suspect some local corruption or something
on your side.  Can you resync and try again please?

The md5sum of the files should look like this:

69c4d564b08853fd458643a046195e12  svgalib-1.4.3-r4.ebuild
19b74fedfd6953bd3537a803abecc4d3  files/svgalib-1.4.3-gentoo.diff
c4b69ccaea188c0ee4b32111b769ae6d  files/svgalib-1.4.3-userpriv.patch

I guess it might also be interesting to know what the output of
"patch --version" is.  Mine is patch 2.5.9

If you still have problems after resyncing please try remerging the patch
program by "emerge patch" and portage by "emerge portage" to make sure
things are sane.

Aha... it looks like the .diff file was corrupted. When I deleted it and resynced, everything worked 
fine.
