Recently i upgraded to kde 4.3.0  by remove all kde packages and performing clean installation 
by emerge kdebase-startkde
All works fine except weird bug with set correct time:https://bugs.kde.org/show_bug.cgi?id=202785
According to the latest post in this bug by   Aaron J. Seigo  ktimezoned should not be optional package , but should be installed by default:
>>ktimezoned is part of kdebase/runtime. the contents of kdebase/runtime/ are
_required_ to be installed for proper behaviour of KDE4 appications, and as
such is a non-optional dependency.

Done in both overlay and tree.
