KDE 4.3.0 has not been released yet. The ebuilds in the testing overlay are there as we test the pre-release tarballs. These are subject to change before final release, and not distributed. The official 4.3.0 release should be on Tuesday. The tarballs will be available once the release has been announced. Thanks.
