In Chapter 9 ("Installing Necessary System Tools") of the Gentoo Installation Handbook -- http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=1&chap=9 -- there should be a recommendation to emerge wireless-tools along with dhcpcd, so that users whose only internet connection is wireless will be able to use iwconfig to configure wireless networking when they reboot their system after the install. I would place a suggestion to do this immediately following the section about dhcpcd and before the section on ppp. Reproducible: Always Steps to Reproduce:
Wireless networking is covered in another handbook. Just emerging wireless-tools won't be sufficient for the vast majority of users, which is why it isn't covered. There are too many card and driver idiosyncrasies to even begin to mention wifi in this part of the handbook.
