On 27-June-09 version 4.5.4 of PyQt4 became available as a bug-fix release.

Current ~arch version in portage is ver-4.5.2

Reproducible: Always

I just did about an hour ago. To be more specific I ran emerge-webrsync as I get timeouts and I haven't ran emerge --sync at all today
