Kopete emerges without problem, but when invoked there are no icons or plugins
in the configuration dialog. With no plugins, kopete is unusable.

I notice that the plugins get installed under /usr/lib/kde3 and the icons under
/usr/share/apps/kopete/icons. Neither of these is under /usr/kde/3.1 and there
are no other libraries in /usr/lib/kde3 apart for those for kopete.

Reproducible: Always
Steps to Reproduce:
1. emerge kopete
2. start kopete
3. call up configuration dialog.

This is the correct place for these files to be installed to, as it allows us to keep portability 
through different kde versions. 
 
Have you changed your kde setup somehow?  I just emerged kopete and it found the plugins 
automagically. 
 
Try running kbuildsycoca and see if it needs to regenerate the system cache.

perhaps running a 'kbuildsycoca' will help?

Yup, rebuild the system cache will fix it.
