Do you have sys-process/procps installed?
server ~ # equery -q list procps [I--] [ ] sys-process/procps-3.2.7 (0) server ~ # locate libproc | grep ^/lib /lib/libproc-3.2.7.so
Do you have link libproc.so -> libproc-3.2.7.so?
The symlink is missing on some machines. Seeing that I've never tinkered with that package and we have aboiut 150 of them coming from the same blank machine that has been maintained as a base to be cloned over the years means that somewhere down the line the procps has misplaced it. All machines are manually patched and it now works.
