I've been testing a new snapshot of prelink locally for a couple weeks with no issues.  i'd like to bump the version in the tree to match Fedora's latest.

significant changes:
Sparc64 and ARM TLS support
PPC64 fixes
support for new DWARF3/4 features
STT_GNU_IFUNC / R_*_IRELATIVE support
