Ebuild uses econf to configure heartbeat.
econf supplies --localstatedir=/var/lib.
This results in  the heartbeat install process wanting to create /var/lib/lib/* 

Reproducible: Always
Steps to Reproduce:
emerge heartbeat | grep var



Expected Results:  
heartbeat install process should use /var/lib
