There is a Debian bug written about this too:

The solution suggested there works on Gentoo as well: just add this line to /lib/udev/rules.d/60-persistent-input.rules:

SUBSYSTEMS=="usb", ATTRS{bInterfaceClass}=="03", ATTRS{bInterfaceProtocol}=="00", ENV{ID_CLASS}="misc"

Then I get this link created:

/dev/input/by-id/usb-Griffin_Technology__Inc._Griffin_PowerMate-event-misc

Not sure if that's the best way, and I'm sure it needs to be pushed upstream etc. but this solution works for me.  Next there are problems with evdev but that's a different bug.  :-)

udev-142 contains rules to add links to usb/platform non-kbd/mouse devices.

This are the added rules.
# allow empty class for USB devices, and append the interface number

Does it work if you add the rules from comment #3 to 60-persistent-input.rules ?

There is no ebuild for 142, but it seems to work fine with 145.  (just the by-id link has a slightly different name)
