Doing

python

from PyQt4 import Qsci

gives
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
RuntimeError: the sip module implements API v5.0 but the PyQt4.Qsci module requires API v4.0

This is with
PyQt4-4.5.1 and sip-4.8.1

(This hinders dev-util/eric-4.3.5 to be emerged)

What about an ewarn somewhere? IIRC, the API was broken in 4.8.1, thus adding a (conditional?) ewarn in sip-4.8.1 seems appropriate (remember that revdep-rebuild doesn't catch this)...

I have add a similar problem with to install dev-python/PyQt4-4.5.4-r4.

ImportError: No module named sipconfig

I have resolved this problem by the re-emerge of dev-python/sip before install PyQt.

Then, it seems the current ebuild PyQt is not user-friendly to install. (revdep hasn't resolved the problem). Then, the workaround seems to be the following : "The installed modules (needed by PyQt) have to be reinstalled before the install of PyQt."

You should have run python-updater.
