I tried to build a system without .la files, those two apps failed because of not found .la files. i will attach a build.log and a config.log

Yes, KDE3 will be removed from Portage. With bugs like #279482 (latest kde-admin directory is failing with Autoconf 2.64) bugs like these, won't be fixed.

Closing as "Fixed by KDE4".
