The file has been removed recently in the repository. So, I've checked the logs [1] and it looks like it was used for a trick for ARM archs. It was not used for other archs. No need to keep it as it's probably not needed, the ebuilds are not keyworded for arm and it has been fixed/removed in newer versions (which is going to hit the tree someday).
