dev-lang/toluapp-1.0.92 was marked stable by amd64 (bug 255080), but it doesn't build a shared library as required for cegui,

configure output,

*             Using external tolua++ library:           no

the cegui ebuild should depend on >=1.0.93 which is the first version that builds shared library libtolua++.so in Gentoo

That would mean dropping back to unstable.  So no.  It can just use the internal toluapp until 1.0.93 is marked stable.
