Yes, distfiles sync every 4 hours (20 */4 * * *) from rsync://ftp.ussg.iu.edu/gentoo-distfiles portage wasn't every 30 minutes, I'm fix it, now (03,33 * * * *) from rsync://rsync.de.gentoo.org/gentoo-portage

Yea, I added your IP to the ACL. Change your sync from rsync.ru.gentoo.org to rsync1.us.gentoo.org - sync from it every 30 minutes. Hopefully this works out better for you. Let us know when you made the change.
