Recompile pyqt4 sip and then try again please.
I have the same problem with 4.3.0 And yes, I tried to recompile pyqt4 and sip. Perhaps python-updater may help, if that's the case (see a very old ChangeLog entry in the tree).
I've had this same problem on pykde-4.3.1 & 4.3.3. python-updater fixed it. Initially, however, python-updater would not do anything when executed. I had to 'emerge "<python-2.6"' before it would run the update process. Not sure how I got in that situation, but everything seems to be happy now.
Having the same issue on amd64 with pykde-4.3.1 & 4.3.3. Python-updater didn't help, neither did remerging sip, PyQt4, bunch of qt packages like qt-core,... In the process of updating the system to kde-4.3.3 right now. Will let you know.
