got this bug updating sys-lib/pam to version 1.1.0

Reproducible: Always

Steps to Reproduce:
1.sudo eix-sync
2.sudo emerge -avutND world
3.fail

Actual Results:  
fails to build

Expected Results:  
not fails to build and installs

nothing else follows

fix for pam_lastlog when USE=-nls

Note, I also had a similar failure, and looking at the code, the failure only occurs when ENABLE_NLS is undefined; i.e., when USE=-nls.  Patch attached.
