Probably an upstream bug, a result of libpanel (or whatever it's called)
no longer using libgnomeui.
Short term solution - adding libgnomeui-2.0 to pkg-config check;
long term - moving away from libgnomeui, as it's upstream
has plans to deprecated whole lib within less than a year
(at 2.30 (as 3.0) release).

What would I have to do, if I would like to follow the short term solution of  Comment  #1? I can create an lablgtk overlay under /usr/local/portage/dev-ml/lablgtk and can create an lablgtk-2.12.0-r1 ebuild. But I don't know, how I can add libgnomeui-2.0 to pkg-config check.
Any hint is very appreciated!  Or should I wait for a fix in the normal portage tree?

dev-ml/lablgtk-2.12.0 builds (and runs fine, I think) for me with the patch from #3.  Patch and ebuild diff are attached.  Thanks for the fix =).

OK, I was wrong with libpanel bit (I missed that
libgnomeui includes were there), but my point still stands:
upstream should start thinking about moving away from libgnomeui.
