Hi,
  I see the ebuild respects "minimal" use flag to disable the server part, requiring apache2 and amny othe rpackages. On nodes one needs only gmond, so enabling the "minimal" USE flag does the right thing. However, I wonder whether the USE flags respected should be kept in sync with other packages. For example, sys-cluster/torque respects "USE=server". I would prefer this behavior also with ganglia. If the "minimal" enforces more than just "USE=-server" I am not objecting  its existence then but respect both.
