As it's no way to determine location of handbooks nor exact way of doing it - it should be somewhat parametrized by some eclass variable.
This may be considered a enhancement, but really looks like bug to me, when localization is handled well, but localization of handbooks is not supported (thus all translations are installed).
Should be added as TODO, so bug filled

Since we have this code in main tree for now i think it is safe to close this one :]
