When updating world, cdparanoia is not updated, although a new version is available:

emerge  -uav world

Then cdparanoia is not in your world file. Try emerge -uavD world.

As additional info:
cdparanoia has been probably pulled in as a dependency by a package.  Latter has been uninstalled meanwhile, so nothing points at cdparanoia from your world file.  There all packages you installed without the -1 (--oneshot) option are found, and cdparanoia does not belong there.  A "emerge cdparanoia" should fix your problem with the next upgrade.

if you want to know all 'lost' packages in your system emerge --depclean -p 
will help

or: emerge --noreplace cdparanoia at any time.
