ReportLab 1.3 is out, gentoo only has 1.1.

cd /usr/portage/dev-python/ReportLab/
cp ReportLab-1.11.ebuild  ReportLab-1.13.ebuild

...seems to work just fine.

I upgraded to 1.14
I cleaned up the install procedure significantly -- let me know if there are any
problems.
