The plasmapkg utility was recently moved out of kdebase-workspace and into kdebase-runtime  - http://aseigo.blogspot.com/2009/05/javascript-scriptengine-and-plasmapkg.html

As such, both it and the javascript engine aren't currently installed with plasma-workspace and are missing from the system. The sources are there, just not installed by any ebuild. The problems happens with KDE 4.2.87 ebuilds. 4.2.85 is fine.

<Dessa> btw bug 271412 is fixed, the ebuild was added some days ago
