I guess what he suggested is to install =kde-base/kdelibs-3.5.10-r4.
Please update to >=kde-base/kdelibs-3.5.10-r3 by running emerge --oneshot \>=kde-base/kdelibs-3.5.10-r3:3.5 Reopen this bug if it doesn't fix your problem.
