ebuild does not honor LINGUAS set in /etc/make.conf; spanish language pack is not downloaded & installed

spanish lang key 'es' is missing in ebuild LANGS variable - adding it fixes the issue

Reproducible: Always

Steps to Reproduce:
1. emerge --sync
2. emerge openoffice-bin
3.

Actual Results:  
spanish language pack is not downloaded & installed

Expected Results:  
spanish language pack installed
