When trying to emerge libpaper, emerge fails with a failed fetch of the src. Perhaps SRC_URI is set incorrectly? This has happend to some other packages recently. You have GENTOO_MIRRORS="http://206.112.100.132". Looks like it's no longer working. Where did you get this ip address? As a workaround use some mirror http://www.gentoo.org/main/en/mirrors2.xml .
