while copying the packages from the CD to /usr/portage/packages the doc says:
 # cp -a /mnt/cdrom/packages/* /mnt/gentoo/usr/portage/packages/
..it doesn't create the All directory (in my case)and because of this, portage 
doesn't find the packages.

I think it should be:
 # cp -r /mnt/cdrom/packages /mnt/gentoo/usr/portage

This is already fixed (for the online document and more recent LiveCDs)
