I tried to install kdetv, and i have "-arts" in my USE flag:
[ebuild     U ] media-tv/kdetv-0.8.9-r1 [0.8.9] USE="-debug -lirc -opengl -xinerama -zvbi (-arts%)" LINGUAS="-bg -br -ca -cs -cy -da -de -el -en_GB -es -et -fi -fr -ga -gl -hu -is -it -lt -mt -nb -nl -pa -pl -pt -pt_BR -ro -ru -rw -sr -sr@Latn -sv -ta -tr -zh_CN" 0 kB

econf aborts with this error message (complete log can be found here: http://dpaste.com/41405/):
configure: error: The important program mcopidl was not found!
Please check whether you installed aRts correctly or use
--without-arts to compile without aRts support (this will remove functionality).

Steps to Reproduce:
1. Uninstall arts
2. emerge kdetv-0.8.9-r1 without USE-flag arts
