We will currently not include such patches. Many of them are quite involved and they could reduce kde stability. There are also too many. The best solution would probably be to use ebuild to divide the kdelibs setup, or to create a custom ebuild with the patch

my impression of this particular patch is that it only involved two files, and something similar has already been put into the kde cvs. I don't mean to set a precedent for all other patches, it just seems this one addresses a pretty big usability issue.
