Most of the X11 applications and libraries are calling use_ functions inside global scope, that is, the CONFIGURE_OPTIONS variable should be moved inside pkg_setup()

I've fixed dozen of pkgs, with actual use_ call inside the variable, but there's still work to be done..

All done. I didn't add pkg_setup() to any of the vars which didn't use use_ functions since it isn't mandatory.. was enough work as is
