I can't emerge sys-block/iscsitarget-0.4.16_p162 with kernel 2.6.28-gentoo-r5.

Same Problem here.
0.4.17 works fine ...

Yes it is known, it is also fixed in .17 as noted, I'm going to ask stabling .17 now.
