I added info about

* USE="flag" emerge pkg
* emerge -pv pkg
* etcat -u pkg

to the USE Variable HOWTO. These are useful tips that fit in there nicely, IMHO.
I also cleaned up the HOWTO's structure a bit. 

An updated use-howto.xml is attached. I am going to post it to gentoo-docs as
well. It can be view as transformed HTML at the above url for reading convenience.

Diff for style and wording corrections

Changes:

- Root prompts changed from 'root@tapir root #' to '#' as in the Install Guide.

- Authorship placement and wording corrected to style of other Gentoo documents

- Blurb about etcat changed to be less awkward and more direct (at least in my
opinion!).

I only edited what Felix submitted as new.

Ignore last comment; it seems like the patch isn't against the current use-howto. I'll download the edited guide and make the patch from then.

Includes both changes, including a fix to make ?style=printable work :)
