Basically, as it stands at the moment gimp-1.3.18 requires the gimpprint-config command, which is provided by upto gimp-print-4.2.5, but is deprecated and removed above 4.2.5. Someone has currently disabled printing in gimp-1.3.18 to get around this, but if you can add the above dep, things will be a little better. gimp 1.3 is the development series, so i guess these things are going to happen, but this has some consequences. for example, if someone needs >=gimp-print-4.3 for something, and then they install gimp-1.3 which forces gimp-print-4.2, they'll have problems. perhaps seeing as it's the dev series, we could diable printing until the gimp guys decide which way they're going to go with gimpprint-config, but forcing an older dependency is likely to cause problems.
gimp-1.3 is not fully supported by us (it's a p.mask-ed dev version) and the print support got disabled because it was too troublesome. If you want it, it's up to you to edit the ebuild for now. When we approach the stable release, we will look into this again.
