Bug 268048 – media-libs/libcddb-1.3.2: Fails to compile with USE="-iconv"

media-libs/libcddb-1.3.2 failes to compile when the use flag 'iconv' is off. If this is enabled, the package emerges without problems. 

Reproducible: Always

Steps to Reproduce:
1. USE="-iconv" emerge -avt1 libcddb
2.
3.

Actual Results:  
The emerge fails with some error containing the words 'iconv'.

Expected Results:  
The library should emerge without problems.
