This is the first time I wanted to run qtdesigner on Gentoo. There was no package called 'qt-designer' but the app was in the KDE menu. Apparently it launches /usr/bin/designer which is a bit misleading. This is provided by qt-gui. Perhaps a symlink to /usr/bin/qtdesigner would be possible? Reproducible: Always
But it is not our fault. This is the way Qt upstream chooses to name packages and binaries :\
