When installing sys-apps/hal with USE="-doc", the documentation for the API of libhal is erroneously installed nonetheless.
(see output of  qlist sys-apps/hal | grep gtk-doc )

Reproducible: Always

Steps to Reproduce:
1. install hal



Expected Results:  
The ebuild should make proper use of -doc and skip installation of libhal API documentation.

I bet this is because of the use of gtk-doc in which case I would related this bug to #262491

sys-apps/hal was removed from tree wrt #313389, closing as OBSOLETE
