First I installed mod_perl2 (from portage) and CGI-Builder-1.36 (through g-cpan). Then I tried to install Apache-CGI-Builder-1.3 (through g-cpan). The process starts and tries to examine the prerequites. While doing this it also downloades mod_perl-1.300, unpacks the files and then hangs forever. If I interrupt the script no ebuild was generated, so it somehow fails to correctly calculate the dependencies for Apache-CGI-Builder. I also tried running it with the '-g' option but it still does not create any ebuild.

Reproducible: Always

Steps to Reproduce:
1. install apache2 and mod_perl2
2. install CGI-Builder (g-cpan)
3. install Apache-CGI-Builder (g-cpan)

Actual Results:  
g-cpan hangs forever

Expected Results:  
correctly install Apoache-CGI-Builder or at least create an ebuild which can be installed manually

IMHO you need contact to upstream for change Makefile.PL

Change Makefile? Why change it, it works fine when installing through cpan so g-cpan is doing something wrong I think. BTW: I don't think anything will be changed because of g-cpan. This is portage only script so it affects not many users out there although I think it's great.

are you sure ?
for me cpan also want mod_perl-1.30
IMHO
because Makefile.PL want "'mod_perl'      => 0"
but need identify mod_perl version (with require, $ENV{MOD_PERL_2_BUILD}, etc)
like in Apache::Test, Apache::Reload, Apache::VMonitor, etc

The upstream Makefile.PL is broken. I've just put a working ebuild into the tree instead for you. dev-perl/Apache-CGI-Builder.
