To this bug report, ebuilds for qlwm [1] will be added. Ebuilds will be added to Sunrise overlay, too. x11-wm/qlwm-3.1 is for an older version using Qt3, x11-wm/qlwm-4.3 is for the newer version linking against Qt4. The Qt team will pick this up. I already started on an ebuild myself at some point, but upstream's Makefile needs complete reimplementation, it completely sucks (from a Gentoo maintainer's point of view, at least). We will only get the Qt4 version into portage (after a testing period in qting-edge overlay). I don't think it's worth it to maintain the old Qt3 version as well, as even upstream doesn't maintain it anymore.
I've contacted author to ask right for continuing development of qt4 branch. I've already made some quick and dirty fixes in Makefile to drop data in /usr/share/qlwm/, but application itself got few minor bugs. Like, installation of config for user should be done not by Makefile, but executable.

Author answered that he will continue development, though, nothing else followed for a long time. Maybe a patch within gentoo bugzilla is acceptable. I've forgot about qlwm for a long time, but I'll try to fix installation process soon.
Upstream is dead.
