From the elinks website 
"The latest stable version is 0.11.6, released on 2009-03-21."

packages.gentoo.org lists 0.11.5 as most recent version.

also, there should be 0.12-pre* or live ebuilds available, even if hardmasked.

Added to 0.11.6 to CVS, thanks for notifying me about the new version.  Last time I tried, there were some issues with the -pre versions and I decided not to make an ebuild for them.  I will check them again soon to see whether anything has changed in this respect.
