/etc/cron.hourly/qmail-notify.cron: line 6: exec: qmail-notify: not found

this is happening because /usr/sbin is not in $PATH when the cron job is run.

if we do bug #26428, then there is nothing to do here. if not, then we should
edit the cron job provided with the ebuild.
