When building the plugin_pack, irc-more is excluded from the distribution. Which is very odd. After inspection of the build dir after terminated emerge, the "config.log" says configure --with-plugins=blahblahblah,irc-more,blahblahblah This should in fact be correct. But it isn't, if i built it manually in the portage-prepared directory, the plugin wasn't built. If i did a manual reconfigure, just "./configure" with NO arguments, and did another "make", the irc-more plugin was the only one to be built. Seems as if "enabling" it excplicitly actually disabled it, while not specifying whether you want it or not leaves the default which is enabled. Probably a breakage of the purple-plugin_pack build system itself. I don't seem to be able to figure out what exactly is wrong, however. I modified the ebuild and completely removed the "--with-plugins=" part, and poof, it's fixed.
