Either report this upstream or provide a patch.

I don't appear to be able to load that URL. If you find any Gentoo policy documentation recording that package maintainers are recently forced to start fixing upstream parallel make bugs, then feel free to reopen this bug report.

Actually, this particular case is rather easy to fix. I'll prepare a patch.
