This is still an issue as of Portage 2.0.49-r20 (which is the current stable version).

scan isn't strictly a CVS tool...

You can pretend to commit you know... '-p'

INVALID?  That doesn't seem right.

I think repoman full should report anything that would cause repoman commit
to fail.  I think it's unreasonable to force people to do repoman -p commit
in order to see all the possible failure conditions.

The problem is that repoman full doesn't report files that aren't added to
CVS yet this will cause repoman commit to fail.
