patch mailer.py

This issue described, but unsolved in roundup's mailing list:
http://sourceforge.net/mailarchive/forum.php?thread_name=16915303.post%40talk.nabble.com&forum_name=roundup-users

And in python docs for smtplib:
http://docs.python.org/library/smtplib.html#smtplib.SMTP.starttls

Roundup's bug tracker now is back online and I could find two bug reports about this:
http://issues.roundup-tracker.org/issue1912923
http://issues.roundup-tracker.org/issue2484879
Comment 3 Luca Barbato gentoo-dev 2009-03-18 09:20:05 UTC
Fixed in 1.4.8 apparently

Yes, because I talked to developers and they helped to debug this. But this does not fix this Gentoo bug. There is attached a patch which does that.
