When we sync ::distfiles over to ftp.osuosl.org, we get a permissions error:
rsync: send_files failed to open "/experimental/mips/stages/cobalt/WHICH_ONE.txt" (in distfiles): Permission denied (13)

Reproducible: Always

Steps to Reproduce:
1. rsync masterrsync.gentoo.org::distfiles/ localfolder/
Actual Results:  
.gentoo.org rsync server.
This is a restricted master rsync mirror for the Gentoo Linux
free software project.
