I look at http://mirrorstats.gentoo.org/rsync/ and find that this need complete under rsync.pl.gentoo.org domain.
IP 88.156.78.16 is also known as rsync7.pl.gentoo.org, contact admin ftp@vectranet.pl and r.wozniak@vectra.pl (now this is the same person Rafal Wozniak).
rsync2.pl.gentoo.org no longer exist (answers for pings, but there's no rsync daemon - it was replaced by new server at 88.156.78.16/rsync7.pl.gentoo.org). So, please remove rsync2.pl.gentoo.org.

Removed rsync2.pl.g.o from DNS and ACLs. Thanks for reporting this!
