I'm running a 1.6 X-Server with DRI2 and UXA on a intel chip. So I guess it'll be hard to reproduce the bug.

Reproducible: Always

Steps to Reproduce:
1. emerge -u world
2. reboot
3. open terminal

Actual Results:  
green squares instead of letters appear, backspace doesn't "clean" the screen


masking mesa-7.3-r1 and downgrading to mesa-7.3 fixes the problems

I guess you use xorg-server-1.6 from the x11-overlay? Please add such information when the package doesn't come from the official portage-tree.
Please post your "emerge --info" as well as the output of
  emerge -qpv xorg-server
and attach your xorg.conf file.

Re-open this bug when you provide the requested information.

Basically, you'll have to bisect mesa to find which commit breaks your system.

Once you do that, please file a bug in FreeDesktop's bugzilla so that they can fix it by the official 7.4 release.
