emerge of xfce4-panel-4.6.0 failed because of wrong dependencies.
exo 0.3.100 is required but ebuild depends only on xfce-extra/exo-0.3.92

checking for exo-0.3 >= 0.3.100... found, but 0.3.99.1
*** The required package exo-0.3 was found on your system,
*** but the installed version (0.3.99.1) is too old.
*** Please upgrade exo-0.3 to atleast version 0.3.100, or adjust
*** the PKG_CONFIG_PATH environment variable if you installed
*** the new version of the package in a nonstandard prefix so
*** pkg-config is able to find it.

Reproducible: Always

Steps to Reproduce:
1. unmask needed packages
2. emerge xfce4-panel
3. wait till red letters of death

Actual Results:  
emerge failed

Expected Results:  
emerge finishes gracefully

patch should be simple, hope I do it right
