http://torrents.gentoo.org/ seems to be down for quite a long time (month or so)

It answers to ping's and seems to be listening on port 80. Conection just times out.
I checked from few different networks and the result is always the same.

Steps to Reproduce:

fixed, the mysql didn't restart properly on the maintenance reboot a couple of weekends ago - because the PID checker saw that old pid was used already.
