This problem may be similar to other reported bugs (search for 'graphviz'). Perhaps version 2.22.0 should be masked in Prefix Portage. seems like there are more severe problems building graphviz 2.22.0 on interix. somehow the libtool trick doesn't do it at all. does this merge anywhere else? for now i'm removing the interix patches and masking it in the profiles.
i masked 2.22.0 on interix (linux may or may not work) and tried 2.20.3 instead, which works perfectly. 2.22.0 seems to demand a local libltdl, which is not present. if i manipulate libtoolize to copy the lib over, it doesn't get built, so something is wrong there... sorry, but i don't have any more time to spend on this, since 2.20.3 works - hope that is sufficient.
fixed since the initial problem has been solved by removing the interix patches from 2.22.0.
